A new draft law has been developed to regulate the production and circulation of organic products. This was announced by the deputy of the Senate of the Parliament of the Republic of Kazakhstan Akhylbek Kurishbayev during the presentation of the draft law “On issues of production and circulation of organic products”, Kazinform reports.
The senator noted that the prices for organic products on the world market are significantly higher than for conventional ones. Kazakhstan has great opportunities for the production of organic products, since in our country both the soil and the water are ecologically clean. In this regard, the production of organic products gives a competitive advantage to the domestic agro-industrial complex.
“The main objectives of the bill: use of natural resources using modern methods, technologies and practices; production and circulation of organic products aimed at ensuring the rational use of natural resources; development of the internal market for organic products and meeting the needs of the population of the Republic of Kazakhstan in them; provision of measures of state support to manufacturers of these products; combating pseudo-labeling that does not meet the requirements of this law and organic production standards; increasing the competitiveness of domestic organic producers in foreign markets, ”Akhylbek Kurishbayev said.
According to him, the bill contains nine important innovations, including: certification of the production process of organic products, not products; certification requirements are established in one document instead of four, as is the case at present; cooperation and unification of small producers of organic products, which will reduce their costs when passing certification. It is also proposed to introduce virgin and fallow lands into the circulation of organic production without a transition period. It is envisaged that farms certified by foreign authorities will be able to sell organic products on the domestic market with the status and labeling “organic”, “bio”, “eco”. Thus, conditions will be created for integration into the Kazakh system of foreign certification bodies.
The activities for the supply, labeling and sale of organic products imported into the Republic of Kazakhstan will be subject to regulation by the new law, because now imports are not properly controlled.
The senator called the creation of infrastructural resources for organic production the most important: the creation of a database of a register of seeds and planting material suitable for use in organic farming; formation of a register of organic animals, as well as fish in organic aquaculture; approval of lists of products allowed for organic production, including those agreed with the European Commission; development of a system for accounting and reliability of organic production; formation and maintenance of the Scientific database on modern technologies; conclusion of an agreement between Kazakhstan and the European Commission on mutual recognition in the field of production and control of organic products.
The senator noted that the proposed bill to the current Law of the Republic of Kazakhstan “On the production of organic products” provides for amendments and additions to 11 articles out of 18 existing ones, in addition, seven new articles have appeared.
Parliamentarians were also presented with accompanying bills “On amendments and additions to some legislative acts of the Republic of Kazakhstan on the production and circulation of organic products” and “On amendments to the Code of the Republic of Kazakhstan” On Administrative Offenses “on the production and circulation of organic products. According to Akhylbek Kurishbayev, it is planned to submit these bills to the Mazhilis in December 2021.
